Kansas City Council weighs voter-approval rule for major private stadium projects

Kansas City Council members are considering a proposed city-code change that would require voter approval before city officials could advance or materially support certain large stadium, arena and venue projects.

The proposal had not been adopted as of a July 2 report. Council members were expected to decide whether to change the city code sometime between July and September 2026, though an exact committee schedule and final vote date were not confirmed.

What the proposed rule would cover

The proposed ordinance would apply to stadiums, arenas and similar venues with seating for 2,500 people or more. It would restrict city officers, agents and employees from advancing or supporting a covered project unless the proposal is submitted to voters and approved.

The city legislative docket describes proposed language concerning city support for venues used by for-profit businesses. Its scope includes not only the venue itself, but also ancillary development and certain necessary infrastructure support tied to a covered project.

That uncertainty is particularly relevant to the continuing process around a potential downtown Kansas City Royals ballpark. The current proposal does not, by itself, automatically stop a Royals stadium project or establish what terms would apply to a specific agreement.

The stadium-vote proposal is separate from the five ballot measures assigned for the Aug. 4, 2026 election. Rather than being one of those measures, it is an ordinance under consideration by the Kansas City Council.

The next known step is continued council consideration through the expected September decision window. Until the council takes action, the measure remains a proposal rather than a change to Kansas City law.
