Wyoming reopens grants for businesses pursuing markets beyond the state

The Wyoming Business Council reopened two grant programs July 1, 2026 for Wyoming companies seeking customers beyond state lines, offering separate support for domestic market expansion and international marketing and export activity.

The Market Expansion Grant, or MEG, is aimed at domestic expansion. The State Trade Expansion Program, or STEP, is intended for international marketing and export activity. Both programs are available to qualifying Wyoming-based, for-profit entities that have a product or service ready to sell outside Wyoming.

The reopening makes financial assistance available for companies pursuing new markets, but the published terms set caps rather than guarantees. The announcement does not say how many businesses will receive awards or identify a total current funding pool for MEG.

Different limits for domestic and international activity

Under MEG, a business may receive up to $4,000 per application and may receive no more than two grants. The eligible activity period runs through June 30, 2027.

STEP uses a reimbursement structure. It reimburses 75% of eligible expenses, up to $5,000 per application, and a company may receive up to two awards. That means an applicant remains responsible for the portion of eligible expenses that is not reimbursed. The STEP grant period runs from July 1, 2026, through September 29, 2027.

The distinction matters for business planning. MEG is the program for companies targeting markets elsewhere in the United States, while STEP is for businesses pursuing international marketing and export-related activity. A company considering either program will need to match its planned work to the relevant program and its deadline.

Who can apply

Eligibility is limited to Wyoming-based, for-profit entities. Applicants also must have a product or service ready for sale outside the state. The programs are therefore not described as general startup funding or as assistance for organizations that do not operate on a for-profit basis.

For an eligible company, the two-award maximum is important when budgeting a multi-stage expansion effort. A business can seek more than one award under each program, within the stated limits, but should not treat the maximum figures as money it is assured to receive. The available amounts are ceilings per application, not promised payments.

STEP also involves participation by the U.S. Small Business Administration, according to the Wyoming Business Council’s program information. The state council administers the programs for Wyoming businesses.

What the reopening does — and does not — establish

The programs are designed to reduce some of the cost associated with reaching markets outside Wyoming, including trade-show, marketing and market-entry efforts. Their stated goals include increasing sales outside the state, exports and in-state job creation.

Those goals should not be confused with results already achieved. The reopening announcement does not report new export revenue, sales or jobs produced by the current application cycle, and participation does not guarantee those outcomes for an individual business.

For companies weighing expansion costs, the practical decision is whether their product or service is ready for an out-of-state or international market and whether the available assistance fits their planned activity before the applicable grant period closes. Domestic activities supported through MEG must fall within the period ending June 30, 2027. STEP’s international grant period extends to September 29, 2027.

The announcement establishes that applications have reopened; it does not establish an award count, a total MEG allocation or the financial results that participating companies may ultimately achieve.
