Eugene planning panel scheduled to recommend citywide growth and housing rules
The Eugene Planning Commission was scheduled to hold final deliberations and form a recommendation July 28 on Adoption Package 1, a proposed set of land-use amendments under the city’s Urban Growth Strategies project.
The commission’s role is a recommendation stage in the city process, not final adoption. The available city materials do not provide a final recommendation text from the July 28 meeting, and they do not establish that the package has been adopted.
The matter is scheduled to move to the Eugene City Council, which has a public hearing set for Oct. 19, 2026. A council work session with possible action is scheduled for Nov. 23, 2026.
Proposed changes cover housing and development rules
Adoption Package 1 is part of Urban Growth Strategies, a City of Eugene project addressing housing and jobs development as well as citywide land-use regulations. The package would change rules only if the council later approves amendments.
Among the proposals are standards for single-room occupancy, or SRO, housing and micro-village housing. The package also includes updates to development and land-division standards for middle housing.
City materials identify another proposed revision in the R-1 low-density residential zone: increasing the maximum building height from 30 feet to 35 feet. That increase remains a proposal, rather than an enacted change to the zoning rules.
The cited materials do not estimate how many homes or jobs could result from the package. They also do not set out a final council decision, leaving the scope of any eventual changes dependent on the council’s fall consideration.
Public testimony moves into the council process
The Planning Commission held a public hearing on the package June 23, 2026. The deadline for testimony to the commission was extended through June 30, 2026, at 5 p.m.
According to the City of Eugene, testimony submitted after that June 30 deadline would be forwarded to the City Council for its fall process. The scheduled Oct. 19 hearing is the next identified public-hearing step in the materials, followed by the Nov. 23 work session and possible action.
The calendar therefore lays out a sequence of commission deliberation and recommendation followed by council review. It does not show a vote total, a commission recommendation outcome or final legislative action by the council.
For property owners, housing providers and prospective development projects subject to the affected regulations, the council process will determine whether the proposed standards for SROs, micro-villages, middle housing, land divisions and R-1 building height become part of the city’s rules.
