Philadelphia clears environmental step for $5 million cold-storage expansion serving food pantries
Philadelphia has issued a Finding of No Significant Impact for Caring for Friends’ proposed cold-storage expansion at 12271 Townsend Road, an environmental-review step tied to the city’s planned request for federal funds.
The project is planned for Caring for Friends’ facility in Philadelphia’s 19154 ZIP code. The organization proposes adding 15,000 square feet to its existing 30,000-square-foot building.
According to the City of Philadelphia Division of Housing and Community Development, the addition is intended to increase cold-storage capacity for donated food serving food pantries in the Philadelphia area. The notice says the added capacity could increase the volume of food distributed to those pantries, but it does not establish a specific increase in distribution.
Project cost and proposed funding
The total development cost is estimated at $5 million. The city says the project would use a $5 million federal Community Project Funding award.
The environmental finding does not itself mean the money has been released or that construction has started. As of the notice, HUD funds had not yet been released, and the notice did not provide a construction start date or a completion date.
The city’s July 17, 2026 announcement was followed by a notice dated July 20. That notice identified the project and set out the process for the city to request that the U.S. Department of Housing and Urban Development release the federal funds.
Comment and objection process
Written public comments on the notice were due Aug. 5, 2026. The city said it expected to submit its request for release of funds to HUD on or about Aug. 6, 2026.
After that request, HUD objections could be filed for 15 days following the anticipated submission date or HUD’s actual receipt of the request, whichever came later.
The next documented federal step is HUD’s consideration of the city’s release-of-funds request and any eligible objections filed during that period. The city’s notice describes a proposed expansion, rather than a completed project, and does not set a timetable for building the addition.
Why the expansion matters
The proposal centers on refrigerated storage for donated food. If completed as planned, the 15,000-square-foot addition would enlarge the facility beyond its current 30,000 square feet and is intended to support Caring for Friends’ food-pantry service in the Philadelphia area.
For now, the confirmed development is the city’s Finding of No Significant Impact and its stated plan to seek HUD’s release of the Community Project Funding award. Whether and when the project moves into construction is not specified in the notice.
