Baltimore’s Harborplace redevelopment targets fall groundbreaking and 2031 completion

MCB Real Estate’s planned Harborplace redevelopment in Baltimore’s Inner Harbor is scheduled to break ground in fall 2026, with completion expected in phases by 2031, according to a Visit Baltimore project overview.

The project would reshape the Harborplace area around Pratt and Light streets. Its published plan combines commercial development with public space, parks, trees and an extended waterfront promenade.

The schedule is a project target, not a completed construction milestone. The available project overview does not establish that financing, approvals or construction contracts are final.

Commercial and public-space plans

The redevelopment plan covers more than 300,000 square feet of commercial real estate and 18.7 acres of public space.

Its proposed features include a nine-level building called The Sail, a rooftop park, a public market, a food hall and an event venue. These are elements of the proposal and have not been built.

Plans also call for a new 2.3-acre park, 500 new trees and an extended waterfront promenade. Together, those proposed features would add public gathering areas and waterfront access within the Inner Harbor redevelopment.

The project’s scale and location make the construction timeline relevant to people traveling through the area and to visitors using nearby attractions. The published schedule anticipates that work and completion would occur in phases rather than as a single finished project in 2031.

Traffic timing remains unconfirmed

A separate report described an expected November closure of the traffic spur connecting Light Street to Calvert Street for the Harborplace redevelopment. However, city officials said the closure date was not firm, so a November shutdown should not be treated as confirmed.

City officials said the city intended to maintain access to the Baltimore Visitor Center during the first phase of work. That makes the spur-closure timetable an important outstanding detail for people who use the surrounding street network or plan to visit the Inner Harbor.

The next published milestone is the fall 2026 groundbreaking target. Before then, the timing of any traffic-spur closure remains subject to change, while the broader redevelopment is expected to continue toward phased completion by 2031.
