Virginia officials warn of worsening drought and outline statewide water-conservation response

Most of Virginia was under a drought watch or warning as of July 16, as state officials urged residents and businesses to conserve water and prepared for the possibility of additional restrictions if drought conditions worsen.

The Virginia Drought Monitoring Task Force had recommended drought emergency status for the Roanoke region during the previous week. Gov. Abigail Spanberger and state and local officials discussed the water-supply conditions during an update in Bedford at Smith Mountain Lake.

The recommendation is not the same as an emergency declaration. The July 16 announcement did not establish that a statewide drought emergency had been declared, and it did not announce mandatory statewide bans on the conservation activities identified by officials.

Officials call for lower water use

The state asked both households and businesses to conserve water while drought conditions are monitored. Officials identified several ways to reduce use: limiting outdoor washing, avoiding the use of ornamental fountains, and not filling or topping off outdoor swimming pools.

Those measures were presented as conservation steps in the state’s response to drought conditions. The announcement did not say that every Virginia water system faced an imminent shortage, nor did it establish statewide mandatory restrictions on those activities.

The update addressed conditions across the Commonwealth, while placing particular attention on the Roanoke region because of the task force’s emergency-status recommendation. Residents, businesses and other water users are among those asked to conserve as officials continue evaluating conditions.

What could change under an emergency declaration

A drought emergency declaration could bring further action for industrial water users. If an emergency is declared, the Virginia Department of Environmental Quality will require industrial users to reduce water withdrawals to help protect essential uses, according to the state’s announcement.

That possible requirement remains conditional: it would follow an emergency declaration rather than the task force’s recommendation alone. The July 16 update did not provide the geographic boundaries for potential industrial withdrawal reductions or effective dates for any such reductions.

The distinction matters for businesses that withdraw water for industrial purposes, as well as for broader water planning. State officials outlined the process for potential restrictions, but did not announce that the reductions were already in effect.

The available information also does not specify a statewide emergency order. For now, the confirmed actions are the ongoing monitoring of drought conditions, the Roanoke-region recommendation, and the conservation request to residents and businesses.

Weekly reviews are the next known step

The Drought Monitoring Task Force planned to reassess conditions each week. Its next meeting was scheduled for July 21, 2026, providing the next known opportunity for the state to review conditions and consider whether its recommendations should change.

The state’s monitoring relies in part on information available through DEQ’s drought dashboard. The dashboard includes data from stream gages, groundwater wells, soil-moisture readings and precipitation records.

Those measures provide information on the conditions officials are tracking, but the dashboard itself does not establish an emergency declaration or impose water-use rules. Any industrial withdrawal reductions described in the July 16 announcement would depend on a drought emergency declaration and further details from DEQ.

For Virginians, the immediate state message is voluntary conservation while the task force continues its weekly assessment. The most significant unresolved questions are whether emergency status will be declared for the Roanoke region or elsewhere, and what boundaries and timing would apply to any resulting industrial withdrawal requirements.
