Buffalo mayor appoints Bryce E. Link to finance and urban affairs post, pending Council confirmation

Buffalo Mayor Sean Ryan announced July 15 that Bryce E. Link will be appointed commissioner of Administration, Finance Policy and Urban Affairs, a senior city government role that remains subject to confirmation by the Buffalo Common Council.

The mayor’s office said Link’s planned start date is Aug. 4. The appointment announcement referred to Link as commissioner of Finance in its headline, while identifying the position in the body of the announcement as commissioner of Administration, Finance Policy and Urban Affairs.

As of Aug. 3, the available source packet did not include a subsequent Common Council confirmation vote. That means the announcement is an appointment pending the Council’s required confirmation, not a completed confirmation or final installation in the post.

Fiscal Stability Authority background

Link previously spent nearly two decades as a principal analyst with the Buffalo Fiscal Stability Authority, the city’s state-created fiscal oversight body. His work there included reviewing Buffalo’s city budgets, four-year financial plan, capital budget and capital improvement program.

Those responsibilities placed Link’s previous work in the core areas of the city’s recurring spending plans and longer-term capital planning. The new appointment puts a longtime analyst of those municipal financial documents in an executive-branch position within the Ryan administration.

The announcement comes early in Buffalo’s 2026-27 fiscal year, which began July 1. The city’s 2026-27 budget materials describe the mayor’s executive budget responsibilities and the city’s fiscal operations.

Confirmation is the next procedural step

The Common Council’s confirmation is the identified next step for the appointment. No vote total, hearing date or confirmation deadline was included in the approved materials.

City government also faces an Aug. 16 federal planning deadline: Buffalo’s 2026-27 Annual Action Plan must be submitted to the U.S. Department of Housing and Urban Development by that date. City HUD materials state that Buffalo is preparing the plan, though the packet does not specify any role Link would have in its preparation or submission.

The appointment matters because it concerns a senior post combining administration, finance policy and urban affairs at a time when the city is beginning a new fiscal year and carrying out its budget operations. Link’s past work reviewing budgets, multiyear financial planning and capital programs provides the documented background for the pending appointment, but confirmation by the Common Council is still required.
