Puerto Rico authorizes $2 billion coastal project as governor declares water emergency
Puerto Rico authorized a coastal luxury development valued at an estimated $2 billion in the island’s southwest, as Gov. Jenniffer González Colón separately declared a water-use emergency and activated the National Guard.
