Los Angeles council kills LAPD policy-control reform and pulls noncitizen-voting proposal
The Los Angeles City Council voted 8-6 to reject a proposed charter reform that would have expanded its authority over LAPD policy. A separate proposal on voting by longtime noncitizen residents was pulled from the November ballot for further discussion.
