Houston’s FY2027 budget takes effect with new $5 monthly solid-waste fee

Houston City Council approved Mayor John Whitmire’s fiscal year 2027 budget on June 10, 2026, in a 15-1 vote, establishing a new $5-per-month administrative user fee for municipal solid-waste collection and disposal services.

The City of Houston said customers receiving those services would begin seeing the charge on their August 2026 water bills. One council member was absent for the vote.

The fee is an enacted part of the city’s FY2027 budget, not simply an item in the administration’s initial spending proposal. The council action set the city’s budget and fee structure for the fiscal year.

What the new fee covers

The $5 monthly charge is described by the city as an administrative user fee for solid-waste collection and disposal services. It will appear separately through the water-billing process for customers receiving Houston municipal solid-waste services.

The city said the fee is intended to better align charges with the cost of providing the service. It also said revenue is intended to support fleet, staffing and service-reliability needs.

Those statements describe the city’s intended use of the revenue, rather than a guarantee of particular service results. The approved materials do not identify a total FY2027 budget amount in the city’s budget-passage announcement.

The city has identified August water bills as the implementation point, but its announcement does not specify an exact billing date for every customer class. For customers affected by the fee, the next known step is the appearance of the $5 charge on August bills.

Budget process and department changes

The FY2027 proposal was released May 5, 2026. City budget information identified June 10 as the scheduled date for City Council consideration, and council approved the budget on that date.

In addition to the fee, the budget reorganizes the Solid Waste Management Department as a division within Houston Public Works. The city’s 2026 ordinance materials list provisions for both the solid-waste administrative fee and the department’s placement within Houston Public Works.

The approved ordinance also authorizes related transfers and fund-balance actions. Those provisions are part of the adopted budget framework following the council vote.

The change matters because it establishes a direct monthly charge connected to Houston’s municipal garbage and recycling services while shifting the department’s organizational structure within city government. The city has tied the new charge to its stated effort to align service costs and funding, with billing set to begin in August 2026.
