New Orleans mayor seeks joint state review of city finances amid cash-flow challenges

New Orleans Mayor Helena Moreno has asked Gov. Jeff Landry and the Louisiana Legislative Auditor’s Office to meet with city officials for a joint review of the city’s finances, as her administration responds to concerns about its financial recovery plan.

Moreno made the invitation in a July 16 letter released by the mayor’s office. The letter said the administration had implemented significant fiscal reforms, was addressing short-term cash-flow challenges and was pursuing a longer-term strategy to restore structural financial stability.

The proposed review would bring the governor’s office, state auditors and city officials together to examine the city’s finances. The mayor’s office did not announce a date for that meeting, and the packet does not establish that a meeting has taken place.

City withdraws private-loan request

The city also withdrew an application from a Louisiana State Bond Commission meeting. The application had sought approval for New Orleans to obtain a temporary private loan to help maintain city services.

According to the mayor’s office, the request was not for state funding. It concerned temporary borrowing from a private financial institution.

The release did not identify the proposed lender or state the amount the city sought to borrow. It also did not include a complete current balance sheet or an independent assessment of the city’s financial condition.
